Eligible Youth

  1. An individual who is not less than 14 and not more than 21 years of age and is a low income individual; and
  2. Is an individual who is one or more of the following:
  • Deficient in basic literacy skills;
  • A school dropout
  • Homeless, a runaway, or a foster child;
  • Pregnant or a parent;
  • An offender
  • An individual who requires additional assistance to complete an educational program, or to secure and hold employment

Out of School Youth

  1. An eligible youth is a school dropout; or
  2. An eligible youth who has received a secondary school diploma or its equivalent but is basic skills deficient, unemployed, or underemployed.

There are multiple ways to determine eligibility for youth. The policy and the tools below are to provide guidance on how to document youth eligibility using income as criteria.
