Bells BendPublic hearing July 24 on Scottsboro/Bells Bend plan

Planning Department staff members will present an updated Scottsboro/Bells Bend Detailed Design Plan to the Planning Commission at the July 24 regular meeting; and that presentation will include a public hearing.  The Commission will consider the overall plan for the Scottsboro/Bells Bend area - the proposed May Town Center development is a separate issue which has not yet been formally presented to the Planning Department.

Due to widespread public interest in the plan, the Commission will begin its regular meeting at 4 pm and start the hearing at 6.  This will allow stakeholders and community members to attend the hearing without having to wait through the rest of the Commission's agenda.  The Commission has adopted a special policy for conducting this hearing, in order to allow every speaker to be heard in an orderly manner.

Scottsboro/Bells Bend Detailed Design Plan

The Scottsboro/Bells Bend Detailed Design Plan (DDP) illustrates a vision of preservation and development of the area. The DDP will guide, on a parcel-by-parcel basis, the appropriate land use and preservation/development character based on goals established in the plan. Like Community Plans, DDPs are developed through a participatory process that involves a myriad of stakeholders – residents, property owners, business owners, developers, institutional representatives, and elected officials. Given the diversity of stakeholders, there were multiple visions for future preservation and growth. While a majority of stakeholders envisioned preserving the natural and rural character of the area, stakeholders representing one sizable property envisioned the creation of a regional center and corporate campuses – a much more urban setting in the rural area, with a defined edge to delineate the urban from surrounding rural areas and to preserve a considerable amount of the property in a natural/rural state. To say that there were only two visions for the future of Scottsboro/Bells Bend oversimplifies reality, however, since there are numerous smaller property owners that wish to pursue various levels of development.

It is important to remember that any development proposed in the Alternate Development Area must comply with the policy conditions set forth in the DDP and must submit a rezoning application. A rezoning of this scale is a separate public process, with its own community meetings and its own public hearings before the Planning Commission and Metro Council. While no rezoning application for the Alternate Development Area has been submitted to the Planning Department at this time, numerous questions have been asked about the specific plans for this area.


Bordeaux-Whites Creek Community Plan

The Metro Planning Commission adopted the Bordeaux-Whites Creek Community Plan on September 25, 2003, and amended it by endorsing the Clarksville Pike Corridor Master Plan on January 22, 2004. The Corridor Master Plan is a Detailed Neighborhood Design Plan for the Clarksville Pike Corridor. The land use policies shown on the Structure Plan maps are contained in the Land Use Policy document.
