SUBJECT:
Mayor’s Citizen Corps Council
WHEREAS, in 2002 the Mayor’s
Office of the Metropolitan Government, realized the need to establish a program
to assist in meeting the needs of the citizens of Nashville and Davidson County
in the event of a natural or man-made disaster, and
WHEREAS, the year 2002 marks the first anniversary of the Attack on America,
and
WHEREAS, the Metropolitan Government wants to renew its commitment to the needs
of the citizens of Nashville and Davidson County during the times of natural
or man-made disaster.
NOW, THEREFORE, I, Bill Purcell, Mayor of the Metropolitan Government of Nashville
and Davidson County, by virtue of the power and authority vested in me, do hereby
direct and order the following:
- Creation of
Council. There is hereby created a council to be known as the Mayor’s
Citizen Corps Council.
- Composition
of Council. The Council shall consist of a minimum of twenty-four
(24) and a maximum of thirty-six (36) members. Council members, representing
the public and private sectors, shall be appointed by the Mayor and shall
serve two-year terms. No Council member shall serve more than two consecutive
terms.
- Duties of Council.
The Council shall:
- Create an action
plan to involve the community in prevention, preparedness, and response
activities, and to mobilize the community in a large-scale disaster event;
- Identify ways in
which the community’s volunteer resources can help meet the needs
of it’s first responder;
- Coordinate with
the Mayor’s Office of Neighborhoods to design a systematic approach
to educate the public and encourage Citizen Corps participation;
- Spearhead efforts
to offer citizens new and existing volunteer opportunities, educational
information, and training courses to address crime, terrorism, and natural
or man made disasters;
- Recognize all activities
that promote prevention, preparedness, and response training as part of
Citizen Corps and encourage endeavors;
- Organize special
projects and community events to promote Citizen Corps activities and
recruiting volunteers to participate;
- Foster a feeling
of mutual support by working with Citizen Corps Councils in neighboring
communities;
- Capture innovative
practices and reporting accomplishments to the state coordinator for Citizen
Corps;
- Survey the community
to assess increased awareness and Citizen Corps participation;
- Identify funding
resources for program implementation and educational materials.
- Functioning of
the Council. The Council shall meet monthly during establishment
then at least on a quarterly basis. The Council shall adopt bylaws and elect
individuals to serve as officers. It is the prerogative of the council members
to set up various sub-committees in order to perform the above-described duties.
