Strategic Planning and Performance Management

In FY 2002, Metro began deploying a government-wide strategic planning and performance measurement initiative through the Office of Management and Budget in the Department of Finance. The initiative, called “Strategic Planning and Performance Management,” seeks to introduce the managing for results methodology into the systems and culture of all parts of Metro government. Primarily, this initiative helps to provide every department with the tools and data needed for all employees to focus on delivering results for customers.

Benefits to be realized from this implementation include

  • A culture that is more tightly focused on producing results for customers - and not on internal processes
  • The organization becomes aligned so everyone knows how they contribute at all levels

Departments and agencies begin Strategic Planning and Performance Management through the Strategic Business Planning process. Strategic Business Planning goes beyond traditional planning activities in that it incorporates both operational and strategic elements while providing the foundation for performance budgeting, accounting, employee performance management, and performance-based contracting.
