Doug joined the Division of Purchasing and Contract Management in 1991 and has served as past president of Middle Tennessee’s National Institute of Governmental Purchasing Chapter. Mr. Milligan brings with him over 20 years of small business ownership in real estate. Prior to his private sector experience he served in the US Air Force as a Corpsman (medic).
Doug received a Bachelors of Science in Business Administration, majoring in Industrial Management with a Minor in Psychology from the University of Tennessee at Knoxville and has additional management training through Vanderbilt University Hospital.
