Who's Who
Tiffy Barnett |
While she joined the Finance Department in March 2001, Tiffy
called Metro (specifically Social Services) home for 16 years
prior to joining the Division of Grants Coordination. She has
nearly always worked in grant-funded programs--primarily children's
programs--and knows first-hand the joys and frustrations that
involves. Tiffy's B.A. is from U.T. Nashville, and her Master's
degree is from the U.T. College of Social Work. Originally from
the Washington D.C. area, she has lived in Nashville since 1972.
Within the Division of Grants Coordination, Tiffy handles DGC
review and approval of grant applications and awards from the
following departments:

![]() Vaughn Wilson |
Prior to joining the Division of Grants Coordination in April, 2005, Vaughn Wilson had 5 years of experience with Metro government. She joined Metro in 2000 when she was hired at Richland Village (Social Services) as a Program Specialist II. In 2002, she joined the Caring for Children staff, first as coordinator of the “Youth at Work” grant. (a collaboration between Caring for Children, the YWCA, and Metro Nashville Advancement Center to assist at-risk youth with job training and placement), and then as a case manager for at-risk children and families.
Before coming to Metro, she worked for three years as a Grants Review Officer at Meharry Medical College. At Meharry she reviewed grant applications, examined budgets, wrote and reviewed subcontracts, maintained webpages and databases, and hunted for grant opportunities in the Federal Register and Catalogue of Federal Domestic Assistance. Vaughn received her Associate Degree (Cum Laude) from Edmondson Junior College and her B.A. (also Cum Laude) from Tennessee State University. Deborah brings to the DGC 17 years of grant experience with the State of Tennessee. For 14 years she worked with the Tennessee Department of Labor’s Employment and Training Division as a Grants Analyst, Grants Program Monitor and as a Grants Program Manager, managing grants at the federal, state and local level. She traveled statewide monitoring the Job Training Partnership (JTPA) grant programs for Adults and Youth and conducted on-site auditing and analyses of grant recipients programs. She also managed the Planning and Evaluations Unit and assisted with the presentation of training workshops for the Job Training Coordinating Council and Community-based organizations. For one year, she was the Director of the Families First Training Grant for Tennessee State University. For two years she worked with the Tennessee Department of Economic and Community Development Block Grant Program, which administered grants to small cities for community livability, fire protection, water and wastewater infrastructure projects and housing and neighborhood revitalization projects. Deborah is a native Nashvillian holding both a B.S. and Masters Degree from Tennessee State University. In the Division of Grants Coordination, Deborah serves as the DGC “portal of entry”. All GTFs and documents initially pass through Deborah’s hands so she can be sure that all the information and documents necessary for Tiffy’s or Vaughn’s review are in place before the grants are sent to either of them for approval. Deborah also monitors the documents’ movement through the approval process (including Council approval), assists departments in identifying grant opportunities, and approves Business Unit setup once grant awards are accepted by Metro. deborahjean.robinson@nashville.gov |
